From tobacco.org: The biggest change will allow bars to serve smokers as long as owners keep out customers and workers who are under 18. Bar owners also can construct an enclosed smoking room with a separate ventilation system to get around the ban.

In a divided vote, commissioners decided to dismiss a strict 17-month-old law in favor of the new state law, which allows smoking in places only open to people ages 18 and up.
