Smoking is regulated by individual cities.
Lexington is all non-smoking.
Louisville starts new smoking laws on 2005-11-15 banning smoking from most restaurants and other businesses that don’t have a separately ventilated smoking room. The ordinance exempts Churchill Downs, as well as bars and other establishments that derive at least 25 percent of their gross sales from alcohol.

  1. Thought I’d update the KY listing for everyone: Louisville’s ban is unfortunately now a comprehensive one, and only exempts Churchill Downs. Elizabethtown, Ashland, Paducah, Morehead, and Madison County(covering the cities of Richmond and Berea) are the only other places within KY that have 100% bans in place(including bars).

    However, Kentucky is still a better state than Tennessee is for smoking, since KY has a lower cig tax, and didn’t enact a statewide smoking ban, like TN did, which only exempts 21+ age-restricted businesses. Bowling Green recently voted down a proposed comprehensive ban, and NOT ONE Northern Kentucky suburb/town to the south of Cincy has voted in favor of a smoking ban at all. Can we say the latter(all suburbs/towns south of Cincy) are a smoker’s paradise subregion, or what?
