As a rule of thumb, virtually all suburbs and towns within Franklin County(suburban Columbus) ban smoking completely. Toledo, Wauseon, and Centerville(near Dayton) have less restrictive bans in place(Toledo used to have a very strict ban similar to Columbus, but relaxed it for at least some bars about a year or so ago).

I almost forgot to say, if you live in Ohio, be sure to vote against Issue 5 in November, the horribly restrictive Smoke Free Ohio act!
